AL ANSAR MILLAT WELFARE SOCIETY(SHAHZAD) : A huge Buddhist stupa has been discovered in Bihar├втВмтДвs Nalanda district and archaeologists on Monday said it could be the second largest such structure in the world. A team from the Archaeological Survey of India (ASI) located the brick stupa at Ghorakatora, about 100 km from here. The latest stupa discovered at Ghorakatora is unique as it is second in size only to the Kesaria stupa in East Champaran district. The Kesaria stupa is regarded as the largest Buddhist stupa in the world. The structure was built of random rubble dry stone masonry. The material the stupa is made of had been used to fortify an area of 32 km near the mountain of Rajgir. The stupa is around 20 to 25 feet high and its circumference is 70 to 75 sq. feet. According to archaeologists, the find is likely to throw more light on the ancient Nalanda University. The ancient seat of learning is said to have been founded in 5th century AD. Well-known Chinese scholar Hieun Tsang stayed in Nalanda in the 7th century and left detailed description of the education system and monastic life practised at the university.

I am just discussing what the media is saying now-a-days about the administration of Nitish Govt which has been widely known as тАЬSushasanтАЭ and if it has delivered the expected results to alleviate the sufferings of common man in Bihar.
Recently, I had the opportunity to watch some news clippings on ETV Bihar which, I think, are worthy of being mentioned here. The first one relates to CMтАЩs meeting with the police officers of Bihar. Nitish Kumar was shown saying - тАЬPreviously police officers wanted to work but the then government did not support, now the present government wants and it is police officersтАЩ turn to workтАЬ. The commentary with the clipping however said that Nitish Kumar was saying this to the police officers for quite some time but no one heeded him.
The second clipping on the same TV channel showed that in Patna secretariat offices, even at around 10.30 AM, not only most of the senior bureaucrats were found absent, but the subordinate staff seats were also empty. The channel reporter wondered if the state will ever develop with this type of sincerity and attitude.
In yet another clipping, the same TV channel showed that Bihar stands at bottom of the development ladder according to a survey report and it remains at the same position where it stood in the regime of Lalu/Rabri. This belies the claim that Bihar has developed in Nitish Govt regime.
In an article тАЬAgenda, issues and challenges for BiharтАЭ by Amitabh Srivastava published in India Today, Dy Chief Minister Sushil Modi has been quoted saying - тАЬBihar has huge shortage of about 700 officers in the state civil services rank alone, almost half of the BiharтАЩs blocks are currently manned though stop-gap arrangements, deputy collectors are doubling as circle officers, the state is equally short of IAS officers, many from the available lot of IAS officers are willing for central deputation but not in backing the political leadership in Bihar тАжтАЭ.
Now look at the recent newspaper reports about higher education scenario in the state. HR Dept of Bihar Govt issues order for inspection of all colleges and universities by its officers in тАЬpublic interestтАЭ as these institutions are run on тАЬpublic moneyтАЭ. Governor-cum-Chancellor issues directives that in all academic and administrative matters, the colleges and universities have to comply by the directives of Chancellor only as per the relevant acts. HR Dept stops the salary of Bhagalpur Univ VC for non-compliance of its orders. Another case is worth mentioning. Following UGC recommendations to raise the retirement age of teachers to 65 years, Bihar Govt rejected it on the ground that education is a state subject and the UGC recommendation is not binding on the state. High Court had to reject the government plea on the ground that the benefit of retirement age as recommended by UGC has accrued on the basis of legislative provision which cannot be denied by executive orders.
Whosoever is at fault, the law will take care. But one thing is apparent that all is not well with the universities and the higher education in the state. Further, medical colleges are under the threat of derocgnition by MCI for not meeting the minimum requirements, what to talk of excellence in medical education. Health Dept officials say that they are doing the needful in the matter. Same thing that we are hearing for decades. Most of the courses in Engg Colleges are yet to be accredited.
These are just some examples of what media is telling people about the constraints under which Nitish Govt is trying to push Bihar up the ladder of development. What has been written above is just what captured my attention and it immediately gives the impression that nothing is well with the Govt. Does it really mean that Govt has done nothing good so far and its fall is imminent?
Not exactly. Inspite of constraints, many good work has been done by Nitish Govt. We will talk about some of the things in the 2nd part of this post. To be continued тАж
Shahzad ( AL ANSAR MILLAT WELFARE SOCIETY,BASAR BIGHA,SOH SARAI,BIHAR SHARIF,NALANDA) With Assembly elections in Bihar slated towards the year end, Congress general secretary Rahul Gandhi is set to launch the party’s campaign in the state this month. He is scheduled to make an extensive tour to promote a membership drive of the Indian Youth Congress (IYC) starting in Bihar on January 12.
The drive is expected to breathe life into the state unit of the Congress, which has long been inactive, with party leaders caught in bitter internecine fights. While Bihar Congress president Anil Sharma, who is facing a rebellion from party colleagues, is mostly seen in Delhi trying to fortify his position, the appointment of Jagdish Tytler as AICC in-charge of the state has made little impact.
The state unit’s failure to project itself as a credible opposition party has proved to be a big dampener to the Congress, which aspired to revive itself in Bihar, even abandoning a reliable ally like Lalu Prasad Yadav for this.
Congress leaders believe that the IYC membership drive could initiate the process of revival. A similar drive in Jharkhand is believed to have had a strong bearing on the party’s performance in the recent Assembly elections, which saw the party improve its tally to 14 seats from the nine it had won in 2005.
During the Jharkhand drive, the IYC enrolled 3.5 lakh new members. Some Congress leaders even believe that had there been a similar drive in Haryana, the party would have fared much better there too.
“In the course of our membership drive lasting over a month, we visit every village several times to reach out to youngsters. Rahulji himself tours the state for several days. This makes a deep impression and creates positive atmosphere in favour of the Congress, which shows in election results,” IYC president Ashok Tanwar told The Indian Express.
The IYC organisational elections in Bihar will be completed by April. The IYC then plans to involve its new members and office-bearers to spearhead agitational programmes like demonstrations, rallies and dharnas all over the state against the Nitish Kumar regime.
